 A stock assessment was conducted for SNA 7, updating the previous assessment conducted in 2015. The assessment incorporated an extended time-series of CPUE indices and age composition data from the Tasman Bay and Golden Bay fishery. Stock biomass was at low levels during the 1990s and early 2000s. Since the late 2000s, biomass is estimated to have increased considerably, following the recruitment of several strong year classes. Current (2016/17) biomass is estimated to be at about the target biomass level (40% SB0).

Title: FAR 2018/15 - Catch-per-unit-effort (CPUE) analyses for SNA 2

 The fisheries taking snapper in SNA 2 were analysed from 1989–90 to 2015–16 based on commercial catch and effort data. SNA 2 is split into two areas (SNA 2N & SNA 2S) at the Mahia Peninsula, and combined CPUE indices created for each hypothesised sub-stock. The indices for both areas declined from 2001–02 to 2009–10. From 2009–10 the SNA 2N index displayed a slightly increasing trend, whereas the more volatile SNA 2S index had a decreasing trend.

Title: FAR 2018/03 - Catch-at-age of snapper in SNA 7 in the 2016–17 fishing year

Twenty-seven SNA and FLA target bottom trawl landings were sampled within statistical areas 37/38 (Tasman Bay/Golden Bay) of the SNA 7 Fishery Management Area from November 2016 to March 2017. A total of 1000 otoliths were selected for aging under a random age frequency sampling design. Bottom trawl landings were dominated by the 2011 and 2008 year classes (6 and 9 year olds), with the 2013 year class (4 year olds) also of moderate strength. The mean weighted coefficient of variation was 19%.

This document provides a food safety risk assessment for the proposed use of passive integrated transponder (PIT) tags in a SNA 1 tagging programme. The Ministry for Primary Industries has proposed carrying out a tagging programme to improve the stock assessment for the SNA 1 stock. The last tagging pro-gramme in SNA 1 (which used coded wire tags rather than PIT tags) dates from 1994, and recent trends in biomass have been estimated from catch per unit effort indices.

The detection range of passive integrated transponder (PIT) tags potentially suitable for use in a tagging programme for estimating the abundance of snapper (Pagrus auratus) was systematically evaluated. For the tags typically used in fish tagging applications, detection ranges are inherently short – of the order of tens of centimetres. A range of tags was evaluated using a single reader and two different antennas. The reader and antennas were commercial products designed for fish tagging applications.

A standardised CPUE analysis was conducted of the SNA 8 single trawl fishery and annual CPUE indices were derived for 1996/97–2015/16. The study describes recent changes in fishing behaviour that have occurred in response to a substantial increase in the abundance of snapper from 2007/08. The changes in the operation of the fishery was corroborated via interviews with vessel operators.

Title: Aerial-access recreational harvest estimates for snapper and blue cod in FMA 7 in 2015–16

An Aerial-Access survey method was used to estimate the recreational harvest of snapper and blue cod taken from Golden Bay, Tasman Bay and the Marlborough Sounds during the 2015–16 fishing year. The harvest estimates for these species were of a similar magnitude to those estimates by a National Panel Survey conducted in 2011–12. Harvest estimates were also calculated for rock lobster and scallops, but these are not considered to be reliable for these particular species, as related fishing effort is not readily quantified from the air.

Title: FAR 2017/02 Length and age composition of commercial snapper landings in SNA 8, 2015–16.

The length frequency and age-length key sampling approach was used in spring-summer 2015–16 to estimate catch-at-age for bottom trawl caught snapper in SNA 8. The fishery was dominated by young to moderate aged snapper 3–10 years (90% by number landed). Mean age (6.9 years) was the highest recorded estimate in 27 years suggesting further improvement to the status of the fishery, despite a continued slowing in growth rate. Spatio-temporal comparisons revealed adequate sample representativeness.

Title: FAR 2016/ 59 An update of longline Catch-Per-Unit-Effort indices for snapper in SNA 1.

Standardized CPUE indices for the SNA 1 bottom longline fisheries in east Northland, Hauraki Gulf and Bay of Plenty were refined and updated (to 2014/15). Auxiliary analyses of the location based data from the Hauraki Gulf snapper longline fishery revealed considerable variation in the spatial distribution of snapper during 2007/08–2014/15. The operation of the longline fishery was responsive to changes in the distribution of snapper at a range of spatial scales.

Title: FAR 2016/56 A trial of video observation in the SNA 1 bottom trawl fishery.

A trial of video observation in the SNA 1 trawl fishery collected footage from two cameras onboard each vessel. Footage was reviewed according to a standardised protocol and volumetric estimates of sub-MLS snapper weight made.  These showed a high level of concordance with the catch estimates reported by the participating vessels under the SNX reporting code. The trial is considered to have been successful, providing a rich new source of information for use in management of the fishery.

This FAR describes an assessment of the SNA 1 conducted in 2013. This assessment overcame two major weaknesses identified in the 2012 assessment – poor estimation of initial depletion and poor MCMC diagnostics and was deemed to provide useful stock status information for fishery managers. The assessment predicted the east Northland and Hauraki Gulf stocks to be above the soft limit of 20% B0 but below the 40% B0 target. The Bay of Plenty stock was predicted to be below the hard limit of 10% B0.

A programme to estimate the age composition of snapper (SNA) caught by bottom trawl fisheries targeting snapper (SNA 7) and flatfish (FLA 7)  was conducted during the 2013–14 fishing year. Landings were dominated by young snapper, with those six years or less collectively making up 96% of the landed catch by number. The 6-year-old year class was singularly the most dominant in the fishery (69% of fish landed), and is likely to be significant to the fishery for a number of years.

Web camera imagery has been used to track trends in recreational boating effort at key boat ramps in FMA 1 since 2004–05 and in FMAs 8 & 9 since 2006–07. This report provides indices of recreational effort based on these data, which are further combined with creel survey data collected over a shorter period to provide snapper and kahawai harvest indices. The inferred long term trend in snapper and kahawai harvesting in the Hauraki Gulf has been confirmed by survey based harvest estimates provided by aerial-access surveys in 2004–05 and 2011–12.

A stock assessment was conducted for SNA 7. The assessment estimates that the stock biomass was reduced to a low level by the early 1980s and remained at that level until the late 2000s. Since 2009, stock biomass has increased following the recruitment of an exceptionally strong year class. Current stock biomass is assessed to be above the soft biomass limit (20% SB0) and below the interim target biomass level (40% SB0) and is projected to continue to increase under status quo catches.

Random age frequency sampling over 4 seasons from spring 2012 to winter 2013 was used to estimate catch-at-age for snapper from 3 bottom longline fisheries in SNA 1: East Northland, Hauraki Gulf, and Bay of Plenty. Spatio-temporal comparisons showed good representativeness. Distributions have continued to broaden from the previous sampling in 2009–10, resulting in the highest estimates of mean age seen in both the Hauraki Gulf (11.3 years) and Bay of Plenty (8.5 years) over the past two decades.

An Aerial-Access survey approach was used to estimate the recreational harvest of snapper, kahawai, trevally, gurnard and tarakihi from QMA 1 for the 2011–12 fishing year. This survey approach combines aerial and boat ramp survey data to estimate the harvest taken on each survey day. The harvest estimates reported here are of a similar magnitude to those provided by two other independent and concurrent studies, which suggests that they are reasonably accurate, and fit for management purposes.

Title: An update of the analysis of SNA 7 trawl CPUE indices and other recent data from the SNA 7 fishery.

 CPUE indices from the SNA 7 trawl fishery are updated and refined. The CPUE indices exhibit a very strong increase over the last 5 years. The increase in CPUE is consistent with a recent period of strong recruitment evident from the recent increase in the proportion of smaller fish in catch from the trawl fishery. However, preliminary population modelling of the SNA 7 fishstock indicates that the magnitude of the recent increase in CPUE indices is inconsistent with the historical stock dynamics.

Snapper (Pagrus auratus) catch-at-age data sampled from the SNA 2 bottom trawl fishery in 2007–08 and 2008–09 were investigated for spatial differences in size and age. Comparison of the differences in length and age structure, year class strength, growth, and genetics (not this study) suggest that snapper north and south of Mahia Peninsula, represent distinct substocks, if not, separate biological stocks.

The report presents a CPUE analysis for the three component SNA 1 substocks: East Northland, Bay of Plenty, Hauraki Gulf and spans 21 fishing years (1989–90 to 2009–10).  The longline CPUE indices for the Hauraki Gulf and the Bay of Plenty show similar generally increasing trends over the 21 year series. The Bay of Plenty trawl CPUE index also had a generally increasing trend over most of the series, but decreased in the final two years. The East Northland longline CPUE index fluctuated over the 21 year series; the final year (2009–10) had the same value as the starting index year (1989–90).
